Emergency Well: rebuilt into what could have been a pedestrian walkway

Note:
Despite there being no oncoming vehicles, the vehicle has pulled only slightly over the center line.
The pedestrians seem unconcerned. They have been desensitized by years of vehicles passing at this distance and closer.
