This is a prime example of staff plowing ahead with a project and not submitting it to proper review by Council. The staff reports are a particular egregious example of staff repeatedly refusing (not just failing) to evaluate and compare relevant alternatives. The process also included multiple incidents where staff maneuvered Council into acceding to staff's "recommendations" by claiming that they were simply following through on earlier decisions (that Council did not realize would be treated as such), and that any reconsideration would cause substantial financial losses.
