The developer cited portions of
the required traffic and parking analysis report
in his application,
but the report itself
was not part of the application.
The developer delivered this report
to the Commissioners' doorsteps the weekend before the hearing
(after the published packet went out).
This report was not available to the public at the time of
the meeting - I had asked for it on Monday and against just before
the meeting (Wednesday).
Because City staff did not receive the report in time for it
to be reviewed and comments included in the staff report to the
Commission,
the Commission chair announced at the hearing that
discussion of traffic and parking were excluded from this meeting.
Mr. Moran's restricted his oral comments to
(1) the Commission had this memo in their packet,
(2) the numbers in the developer's official submission failed basic
back-of-the-envelope checks,
and (3) that the City was shifting it treatment of commercial areas,
especially auto dealerships, and that this property was immediately next to one
and there was a second just further down the street.
