CERTs have their own organization and should conduct CERT business and discussions within that framework. They should not try to usurp these meetings and activities.
However, it is appropriate to discuss
the structuring of tasks
to be a better fit with what the CERTs are trained to do.
Caveat: We should not expect there to be an active CERT response
in all sections of the city.
