My experience from previous disasters is that people wait for supplies such as fuel and food to be trucked in despite there being plentiful supplies already there. Gasoline remains in storage tanks at gas stations because there is no mechanical or legal preparation to pump it. Similarly, food spoils unused in grocery stores.
When I tried to talk to the City's previous Emergency Coordinator about this, his reply was that the City had adequate supplies for Police, Fire, and Utilities. He couldn't see how anything beyond this should be part of his responsibilities.
