Day 1: Group of Palo Altans go to Rock concert (maybe 100 people - 
some went by car, some went by train and some by light rail)
Day 2: Public Health realizes problem and at 9 AM scenario begins

Need two teams:
1) Participants: playing in the scenario and reacting as time goes 
along. Get incomplete, false partial information
2) Evaluation Team - small team of people who would know the truth of 
the exercise. They are the folks who will write the feedback forms to 
evaluate how well the message got across. Will plan data collection.

	Potential Role for merchants
	Get information sheets printed - PIO releases
	Post in windows so people walking by would be informed
	Have participating stores wear mask and gloves
	Have a pre-planned arrangement with drug stores re supply distribution
