Element Title: POD Follow-up for drug reaction

The drug handed out at the POD (Point of Distribution)
can cause significant reaction
in a substantial portion of the people receiving it.
Since medical and public safety personnel are overloaded,
use friends and neighbors as monitor/triage.
- Action Summary:
When the person visits the POD,
they are asked to supply contact-address(es) for them for follow-up
plus contact info for someone who can check with them.
At roughly N hours after the administration of the pill,
CANS is used to call the people and ask questions about effectiveness
of the drug,
both in reduction in symptoms and absence of side-effects.
If the person selects a menu item requesting help
or fails to respond,
the alternate is contacted and requested to check on person.

- Person who has received pill at POD enters contact info into DB
- Optional: People who visit exercise's POD enter info into IT system there
- Simulated visits: people connect to web site and enter information during the day of the exercise
- CANS staff (real or simulated) transfer data from those databases into
a CANS group that places the calls.
- CANS staff (real or simulated) takes feedback and distributes to appropriate
groups.
- People explicitly requesting help (via menu): phone number given to PANDA/... for followup call
- People not responding to CANS call (after X retries): call to alternate contact requesting home check.
Note: This may require capability beyond CANS: call to the alternate contact person has to be individualized to contain contact info for the person to be checked on (name, physical address, telephone number).
