William Bailey Moran Jr., 77, of Oak Ridge, died at 12:40 p.m. Monday, July 7, 1997, at Methodist Medical Center of Oak Ridge.

Mr. Moran had been a resident of Oak Ridge since October 1991 and was an income tax volunteer consultant for the local chapter of the American Association of Retired Persons.

He was born in Philadelphia, Pa., on Jan. 16, 1920, the son of William B. and Florence D. Moran. He was a 1938 graduate of Woodbury High School in Woodbury, N.J., and graduated from Wharton School of the University of Pennsylvania in 1950. Mr. Moran received his MBA in 1973 from Syracuse University through the College Center of the Finger Lakes in Corning, N.Y.

During World War II, he served for four years in the U.S. Army as an enlisted man in the South Pacific and as an officer in Europe. He was a company commander with the Combat Engineers in the Third Army.

He married the former Emma C. McGinty of Atlanta, Ga., by whom he is survived, on Aug. 17, 1946.

Mr. Moran lived in the New York cities of Corning and Painted Post from 1950 to 1991. He was a 33-year employee of Corning Glass Works, retiring in 1983. He was an active member of Christ Episcopal Church in Corning, having served on the Junior Vestry and twice on the Vestry.

He served as Cubmaster of Pack I and Scoutmaster of Troop 29, both in Painted Post. He was also on the Steuben Area Council District Committee, a member of the Corning YMCA Board of Directors, the American Production and Inventory Control Society, the New York State Geological Association and volunteered for Meals on Wheels and as an AARP income tax consultant.

In Oak Ridge, he was an active member of St. Stephen's Episcopal Church.

In addition to his wife, Mr. Moran is survived by two sons, Douglas B. Moran of Palo Alto, Calif., and Bruce W. Moran and his wife, Barbara G. H. Moran of Brookeville, Md.; a granddaughter and a grandson, Erin G. Moran and Christopher W. Moran, both of Brookeville; a brother, John D. Moran of Philadelphia; and two nephews, J. Douglas Moran Jr., of Philadelphia and James B. Moran of Palo Alto.

A memorial service will be held at 4:30 p.m. Thursday, July 10, at St. Stephen's Episcopal Church with the Rev. Gayle Hansen Browne conducting the service.

Burial will be at St. Stephen's Memorial Garden.

The family requests any memorials be in the form of donations to St. Stephen's Episcopal Church, 212 N. Tulane Avenue, Oak Ridge, TN 37830, or to a charity of the donor's choice.
